　　General introduction to Japan:

　　The land area is about 378,000 square kilometers, including four large islands of Hokkaido, Honshu, Shikoku, and Kyushu, and more than 6,800 small islands. The population is about 126.5 million (April 2018). Japan is the third largest economy in the world. In 2017, its gross domestic product (GDP) was about 531.4 trillion yen, a growth rate of 1.7%. Foreign trade plays an important role in the national economy, and there are about 200 countries (regions) with trade relations.

　　According to the statistics of the Ministry of Finance of Japan, the total import and export volume of Japan in 2017 was approximately 153 trillion yen, of which exports were about 78 trillion yen and imports were about 75 trillion yen. Japan is China's main trading partner.

　　As of 2003, Japan has been China's largest trading partner for 11 consecutive years and is currently China's fourth largest trading partner (beyond the US, EU, ASEAN) and the second largest trading partner (secondary to the US). According to Japanese statistics, since 2007, China has been Japan's largest trading partner.

　　In 2017, the total trade volume between China and Japan was US$302.99 billion, an increase of 10.1% over the previous year. Among them, China’s exports amounted to US$137.33 billion, an increase of 6.1% over the previous year. Imports reached US$165.65 billion, an increase of 13.7% over the previous year.

　　PSE is the abbreviation of English Product Safety of Electrical Appliance & Materials. The conformity assessment of PSE-specific electrical products has never officially been called as the PSE certification system in Japan's laws and regulations.The reason why it is called the PSE certification system is that the guidance on the implementation of PSE certification can be extracted from laws and regulations at all levels. Sexual content, which actually defines the main aspects of the certification work, can form a complete operating system. In order to facilitate understanding and refer to the implementation of the Chinese certification system, this article refers to the PSE certification system for the PSE conformity assessment.

　　The Japanese quality certification management system is implemented by the government's macro-control management, and each department has its own jurisdiction, that is, each department implements its own quality certification system for its specific products, and uses the certification marks designed and issued by each.

　　The most important quality certification management department in Japan is the Ministry of Economy, Trade and Industry (METI) , which implements mandatory and voluntary product certification systems.

　　The compulsory certification system is promulgated and implemented in the form of law. It mainly means that the goods must meet their specific standards in terms of quality, shape, size and inspection methods. Otherwise, they cannot be manufactured and sold in Japan. The certified products mainly include consumer goods and electrical products, liquefied petroleum appliances and gas appliances.

　　The voluntary certification system mainly refers to products that are not involved in the category of compulsory certification products, and enterprises can voluntarily choose whether to conduct certification. Obtaining a certificate can prove that a certain characteristic of a product meets the certification requirements, but products that do not obtain a certificate are not subject to government restrictions in terms of manufacturing and sales. Japan's main voluntary certification is the JIS mark Certification , which is divided into two mark patterns: one is the JIS mark for the product, indicating that the product complies with the relevant Japanese product standards. The other is the JIS mark for processing technology, indicating that the processing method used in the product meets the requirements of Japanese industrial standards.

　　Japan's "Electrical Supplies Safety Law" is divided into two categories: specific electrical appliances and non-specific electrical appliances according to the degree of product risk. The catalogue is subject to change according to the accident situation in the Japanese market and the market demand of consumers.
