On April 23, 2020, the European Union submitted Circular G / TBT / N / EU / 714 to the World Trade Organization (WTO), proposing to amend many of the provisions of Appendix 17 of the EU REACH Regulation. With the increasing number of restricted substances in Appendix 17, the requirements of the REACH regulations will become stricter and the enforcement of the EU will continue to increase.
EU REACH Regulation
The full name of REACH is "Registration, Evaluation, Authorisation and Restriction of Chemicals", that is, the registration, evaluation, authorization and restriction of chemicals, and is the EU's regulations for the preventive management of all chemicals entering its market. The regulation came into effect on June 1, 2007, and came into effect on June 1, 2008.
◆ Scope of regulation and control
Products placed on the EU market need to comply with REACH regulations as long as they involve chemical-related obligations under the regulations. Therefore, the scope of REACH regulation is very wide, including various products such as electronic and electrical, medical equipment, automobiles, industrial equipment and so on.

The chapters related to the supervision of hazardous substances under the REACH regulation mainly include authorized substances, SVHC high-concern substances and restricted substances, the latter two of which have always been concerned by manufacturers and exporters.
SVHC high concern substance
Substance of Very High Concern, or "High Concern", is a relevant requirement of REACH Appendix 14, and the High Concern Substance (SVHC) evaluated by various stakeholders will be regarded as a candidate list of authorized substances. The collection of material information to understand the volume of these substances flowing into the EU in import and export trade.

According to Article 7 (2) of the REACH Regulation: If the article contains substances of high concern (SVHC) and the following two conditions are met at the same time, the manufacturer or exporter shall apply to the European Chemicals Management in accordance with Article 7 (4) of the Regulation Bureau (ECHA) for notification, and the content and format of the notification must comply with the relevant notification requirements:
1. The content of substances of high concern in articles exceeds 1 ton / year;
2. The mass concentration of substances of high concern in articles exceeds 0.1%.
Restricted substance
Restricted substances are required by Appendix 17 of REACH. This part is currently divided into 73 restricted hazardous substance items. When they exceed a certain specific value (ie limit value) in the product, these substances are based on their own chemical properties of carcinogenic, Factors such as sensitization, teratogenicity, etc., will directly endanger human health and will be banned by the European Union.
