The compulsory product certification system is a product conformity assessment system implemented by the government in order to protect the lives of consumers, animals and plants, protect the environment, and protect national security. The compulsory product certification system has an irreplaceable role and advantages in promoting the implementation of national standards, standardizing the order of the market economy, combating counterfeit and inferior behavior, promoting product quality improvement, and safeguarding consumer rights and interests.

All products listed in the compulsory product certification catalogue that have not obtained the certification certificate of the designated certification body and have not applied the certification mark in accordance with the regulations shall not be imported, sold or used in business service places.

The "Announcement of the General Administration of Market Supervision and the General Administration of Customs on Relevant Arrangements for Exemption from Compulsory Product Certification" stipulates that from April 1, 2019, the market supervision department will undertake related work for the CCC exemption of imported products. This function belongs to Administrative confirmation.

On June 15, 2020, the Jiangsu Provincial Market Supervision Bureau delegated this function to the districts and municipalities.

1. Products and samples required for scientific research, testing and certification testing

The scientific research mentioned in this paragraph refers to the scientific research of the product in order to develop and produce the products required by the related products, and does not refer to the scientific research equipment required for the research work; the test referred to in this paragraph refers to the product Perform tests to obtain test data, or test part of the performance of a product that must be used for the product (for example, to develop and test a certain model of printer software, it is necessary to import a small amount of printers of that model); the certification test in this paragraph refers to CCC certified samples for type testing.

Applicants for product exemption must be institutions that conduct research, development, and testing of such products. Applicants who are exempt from CCC certification test samples must be CCC certification clients.

2. Parts/products directly needed for end-user maintenance purposes

Applicants for exemption of such parts/products must be maintenance organizations (including complete machine/vehicle centralized purchasers/warehousers/its designated parts purchasers) or end users. The number of parts/products should be controlled within a reasonable range.

3. Equipment/parts needed for the factory production line/complete production line (excluding office supplies)

Applicants for exemption of such equipment/parts must be factories/companies that use such equipment/parts.

4. Products only for commercial display but not for sale

The applicant for exemption of such products must be a company responsible for commercial display. The applicant shall indicate in the application materials the display time and the processing method of the product after the display (not to be sold or provided to ordinary consumers for use) to ensure that it does not Change the purpose of the product.

5. Parts imported for the purpose of exporting the entire machine

Applicants for exemption of such parts must be factories/companies that use such parts. The applicant shall go through the verification and write-off procedures with the market supervision department within two weeks after the export of the finished product is promised in the application materials to prepare for the verification by the market supervision department.

6. Other circumstances where compulsory product certification is exempted for special purposes
