European energy label and eco-design regulations may change

The European Commission is considering some possible amendments to the current EU energy efficiency labeling and eco-design rules and requirements. Regarding the energy label, in order to more clearly explain the "declared value" and the difference between the parameter and the value, the committee recommends certain joint amendments to its existing related regulations. In the proposed amendment, the following two new clauses have been introduced:

-"Product technical documentation should provide sufficient information to facilitate market surveillance agencies to check the values published in the label and product information sheet. According to Article 12 of the Regulation 2017/1369, the measured values and calculated parameter values of the tested model should be entered into the product database."

-"In order to improve the effectiveness and credibility of regulations and protect consumers, products that will automatically adjust their performance under test conditions so that any prescribed parameters tested reach a more advantageous level will not be allowed to be put on the market. "

In addition, it is recommended to add new text content to clarify which parameters of the product information table should be entered into which parts of the product database. It is also proposed to change the definition of "declared value" to "declared, calculated or measured parameters provided by the supplier in accordance with the specified clauses for conformity assessment by the authorities of the member states."

Mexico's new standards for home electronics and IT products

The general standard NOM-001-SCFI-1993 for home audio-visual and power electronic products in Mexico was replaced with NOM-001-SCFI-2018 at the beginning of this year and will be enforced on August 14 this year.

The Mexican information technology equipment standard NOM-019-SCFI-1998 was first published in 1998. Then in 2016, the draft standard PROY-NOM-019-SCFI-2016 was released to replace the 1998 version, but the standard has not officially entered into force. Due to the long time before the first draft, on September 24, 2020, Mexico issued a new draft NOM-019 standard for public opinion consultation. The draft standard is stated as "Mexico Official Standard Draft PROY-NOM-019-SE* -2020-Information Technology Equipment and Related Equipment and Office Equipment-Safety Requirements". According to the announcement in the official Mexican magazine, interested organizations can submit their comments to CCONNSE (Standardization Advisory Committee of the National Economic Secretariat) within 60 days from September 24. It can now be expected that the new NOM-019 will be released and effective in the first quarter of 2021. After the new standard takes effect, the drafts of NOM-019-SCFI-1998 and PROY-NOM-019-SCFI-2016 that have not yet entered into force will be cancelled.

Saudi market certification update

The SQM mark certification issued by the Saudi Bureau of Standards SASO is a certification scheme based on ISO Type 5, including product testing, factory inspection, certification and factory follow-up supervision after certification. Therefore, obtaining SQM certification can provide the reputation of suppliers, and SQM certified products can win the trust of consumers in the Saudi market. Each SQM certification is valid for 3 years.

All products can apply for SQM certification voluntarily. However, some products must apply for SQM mark certification before they can enter the Saudi market. These products include gas appliances and their accessories, some building materials, ceramic tiles, etc., biodegradable materials, etc. For electrical product manufacturers, it should be noted that starting from August 2020, power extension cords independently imported into Saudi Arabia must hold SQM certification. From February 2021, sockets and cables (sockets, cables) independently imported to the Saudi market must have SQM certification.

Chile certification update

According to the Announcement No. 33286 issued by the Chilean official agency SEC on September 14, 2020, due to the impact of the global epidemic, the SEC has decided to postpone the implementation of the mandatory certification of some electrical products.
The following are the details of the changes in the implementation time of some products:
1. The implementation time of compulsory certification for hot and cold water dispensers has been delayed from June 30, 2020 to March 31, 2021.
2. Two-level\three-level\four-level automatic switch The compulsory certification time will be postponed from June 30, 2020 to March 31, 2021.
3. The compulsory certification of vertical steam irons will be postponed from October 31, 2020 to April 30, 2022
4. The implementation of the mandatory certification for laptop chargers has been delayed from January 2, 2021 to September 1, 2021.
5. Portable children's lamps and lanterns The implementation time of compulsory certification will be postponed from January 2, 2021 to August 1, 2021.

"Made in the USA" labeling rules

In the United States, the Federal Trade Commission (FTC) has been taking enforcement actions for decades to prevent unfair and deceptive U.S. origin declarations, such as the "Made in America" label on products.

The Federal Trade Commission (FTC) currently has a comprehensive compliance monitoring program and has been granted rulemaking authority. This authority has never been exercised in the past, and now they are asking manufacturers to ensure that they fully comply with relevant requirements when labeling "Made in the United States" on product packaging and marketing materials.
The “Proposed Rulemaking Notice” (NPRM) related to this was recently published in the Federal Register: stipulating that the “Made in the United States” statement can only be used when the final assembly or processing of the product is carried out in the United States, and all important processing of the product And all or almost all components or parts of the product are manufactured and purchased in the United States. This requirement will apply to similar products that use words including "manufacturing", "building", "production", "creating" or "handmade".
Once the proposed rules really come into effect, those manufacturers that promote or sell products with the "Made in the United States" logo, if they fail to meet all the above-mentioned conditions, will be deemed to have participated in unfair or deceptive under FTC rules. Acts are subject to civil penalties.
