The following table is the latest version of the product list applicable to the compulsory product certification self-declaration evaluation method.




2. Classification of self-declaration procedures


The self-declaration procedure is divided into self-declaration procedure A and self-declaration procedure B according to different types of conformity assessment methods.

From the above "List of Products Applicable to Compulsory Product Certification Self-Declaration Evaluation Method", it can be seen that some products adopt self-declaration procedure A and some products adopt self-declaration procedure B. The biggest difference between the two is whether the report is issued by a designated laboratory for compulsory certification or a self-selected laboratory.

The conformity assessment methods applicable to the self-declaration procedure A are as follows:

Method 1: A self-selected laboratory will conduct a type test and issue a type test report. The producer (manufacturer) organizes a self-inspection of its factory's quality assurance capabilities and issues a self-inspection report. The self-selected laboratory shall meet the corresponding requirements.

Method 2: The producer (manufacturer) independently chooses a certification body to voluntarily certify its products. The certification body shall meet the corresponding requirements. The certification process should include at least type testing and factory inspection; laboratories conducting type testing should meet the requirements of self-selected laboratories.

The conformity assessment methods applicable to self-declaration procedure B are as follows:

Method 1: The laboratory designated by the corresponding business scope of the compulsory product certification (namely designated laboratory) will conduct type test and issue a type test report. The manufacturer (manufacturer) organizes a self-inspection of its factory quality assurance ability and issues its own Check the report.

Method 2: The producer (manufacturer) independently chooses a certification body to voluntarily certify its products. The certification body shall meet the corresponding requirements. The certification process should include at least type testing and factory inspection; the laboratory conducting the type testing should be a designated laboratory.

Among them, the self-selected laboratory should meet the following requirements:

●The operation of the self-selected laboratory shall comply with the laws and regulations of the country (region) where it is located, and shall have the testing capabilities of the applicable standards for mandatory certification.

● Third-party laboratories registered in China should pass the qualification certification of inspection and testing institutions.

● Third-party laboratories registered overseas should be accredited by CNAS (or ILAC member institution). The manufacturer's (manufacturer) and manufacturer's own laboratories should meet the requirements of the GB/T 27025 (or equivalent IS0/IEC 17025) standard and are encouraged to be accredited by CNAS (or ILAC member institution).

The certification body shall meet the following requirements:

●Certification agencies should be established in accordance with the law, comply with the Requirements for the Management Measures of Certification Agencies, and have certification qualifications in the corresponding fields.

● The certification body shall meet the requirements of GB/T 27065 (or IS0/IEC 17065) standard, and it is encouraged to be accredited by CNAS (or ILAC member institution).
