In order to further implement the series of deployment requirements of the Party Central Committee and the State Council on the development of small, medium and micro enterprises and the spirit of the "Opinions of the State Council on Strengthening the Construction of the Quality Certification System to Promote Total Quality Management" (Guo Fa [2018] No. 3), we will give full play to the quality management system certification The role of enterprise quality improvement. In 2019, five industries including chemical industry, metal, machinery, optoelectronic equipment, information technology and other five industries launched the pilot work of small and micro enterprise quality management system certification and improvement actions, and compiled the "Small and Micro Enterprises Application ISO 9001 to Improve Quality Management Implementation Guide (hereinafter referred to as the "Guide", see Annex 1) and "Good Cases of Small and Micro Enterprise Quality Management System Certification and Promotion Actions" (hereinafter referred to as the "Case"). The pilot work has made positive progress. 　　

In order to further play the demonstration role of the pilot and help more small and micro enterprises to improve the quality, the State Administration has decided to carry out the "Small and Micro Enterprise Quality Management System Certification Improvement Action" nationwide. The relevant matters are hereby notified as follows: 　　

 1. Strengthen publicity and training 　　

 ISO 9001 quality management system certification is an internationally recognized excellent method of quality management, which is widely adopted by domestic and foreign enterprises, but it is not fully promoted and applied in Chinese enterprises, especially small and micro enterprises. In order to help small and micro enterprises use quality management system certification methods to improve their quality management level, the State Administration of Market Supervision has developed the "Small and Micro Enterprise Quality Management System Certification Improvement Action Service Platform" (website: http://www.ccs-c.com.cn :8002) and the "Training Platform for Total Quality Management of Millions of Enterprises" (website: www.zrpx.org.cn) and related online courses to provide free training for enterprises. 

Local market supervision departments are invited to adopt various methods to widely publicize and organize small and micro enterprises to participate in online training through the above network platforms; at the same time, encourage localities to carry out small-class teaching by industry and region to provide more targeted small and micro enterprises Precise assistance, guide enterprises to establish and continuously improve the quality management system, and continuously improve the level of quality management. 　　

 2. Comprehensively promote the pilot results 

The provincial market supervision departments should adopt various methods, such as formulating incentive policies, strengthening the acceptance of certification results, etc., encourage and guide small and micro enterprises to establish management systems and operate effectively in accordance with the "Guide", and use ISO 9001 certification methods to improve quality and reduce systemicity Transaction costs, win market trust and develop resilience. 　　 

The "Small and Micro Enterprise Platform" has opened the "Quality Expert Q&A" column and hired senior ISO 9001 certified experts to provide convenient and fast online Q&A for large, small and micro enterprises or local certification supervisors. 　　

 3. Assist in revising the guidelines and cases

 In order to improve the scientificity, applicability and effectiveness of the "Guide", the State Administration for Market Regulation will combine local experience in the promotion and application of the "Guide", organize further improvement and expansion of the content of the "Guide", and select local good cases, compile and publish new A batch of "cases". The provincial market supervision departments are requested to summarize the problems found during the promotion and application of the Guidelines, revision suggestions and good cases, and submit them to the General Administration in a timely manner. 　　 

4. Actively carry out pilot projects in other industries 

The State Administration of Market Supervision will further expand the scope of the pilot industries based on the five pilot industries launched in the early stage and in accordance with the characteristics and development needs of the local economy and industry. On the basis of the first edition of the "Guide" and "Cases", expand the scope of more industries. Implementation guidelines and good cases. Encourage provincial-level market supervision departments to actively organize pilot work in other local industries in accordance with the characteristics of the local economy and industry and development needs. 5. Timely report information
