Brake linings for automobiles (commonly known as "brake pads") are included in ccc mandatory product certification. Since June 1, 2020, the product has not obtained the mandatory product certification certificate and the mandatory certification mark is not allowed to be shipped, sold, imported or used in other business activities.

According to the "Decision of the State Council on Adjusting the Catalogue of Industrial Product Production License Management and Strengthening Post-event Supervision" (Guo Fa [2019] No. 19), the General Administration of Market Supervision has changed the production of automobile brake lining products from production license to mandatory certification ( CCC certification) management.

Implementation of certification Since June 1, 2020, automotive brake linings have been included in the scope of CCC certification management, and designated certification bodies have begun to accept certification entrustment (certification bodies, laboratory directories and certification implementation rules will be announced separately); provinces, autonomous regions, municipalities and The Xinjiang Production and Construction Corps Market Supervision Bureau (Department, Committee) (hereinafter referred to as the provincial market supervision department) has stopped accepting applications for related production licenses, and the accepted administrative procedures have been terminated according to law. As of June 1, 2021, brake lining products for automobiles that have not obtained the mandatory product certification and the mandatory certification mark are not allowed to leave the factory, be sold, imported or used in other business activities.
 
1. Connection between CCC certification and production license management

(1) Before June 1, 2021, automobile brake lining products produced by domestic enterprises should be shipped, sold or used in other business activities with valid production licenses or CCC certifications. 

(2) For enterprises that have obtained production licenses, if the above products do not continue production after June 1, 2021 (inclusive), there is no need to apply for CCC certification; otherwise, they should submit a certification commission as soon as possible, and in June 2021 Obtained CCC certification before January 1. 

(3) For the certification entrusted by the enterprise holding a valid production license, the designated certification body shall recognize the corresponding review and test results, formulate relevant conversion plans (including differences in testing items, supplement factory inspections, etc.) and implement them. The required products are reissued with CCC certification, and at the same time, the list of certified companies is notified to the provincial market supervision department where the company is located. The certification and testing expenses incurred in the process of certificate conversion are in principle financed by the finance. 

(4) The provincial market supervision departments shall promptly go through the procedures for canceling production licenses in accordance with the notification of certification bodies and the expiration of production licenses. On June 1, 2021, the General Administration of Market Supervision and various provincial market supervision departments cancelled all unconverted valid production licenses.

2. Conversion of the new version of the implementation rules and transition period requirements

(1) Implementation time

The new version of the implementation rules will replace the old version of the implementation rules (number: CNCA-C11-01:2014) from the date of publication. Each relevant designated certification body shall formulate implementation rules in accordance with the general implementation rules for mandatory product certification and the new version of the implementation rules. File with the CNCA before May 15th.
(2) Conversion of valid certificates
The valid CCC certification that has been issued can continue to be used, and the designated certification body should naturally switch to the new version of the implementation rule certification by renewal, standard replacement, and product change.
(3) Transition period for new certification application
From the effective date of the new version of the implementation rules, for the newly accepted certification entrusted business, the designated certification body shall perform certification in accordance with the new version of the implementation rules. For some products that involve new standards and changes in the technical parameters of the vehicle structure, a 1-year transition period will be granted for new certification applications for related products.
