The certification of car seats and headrest products is based on the standard GB15083-2019 "Strength requirements and test methods for car seats, seat fixtures and headrests" (hereinafter referred to as the "new standard"), which was released on October 14, 2019. It will be officially implemented on July 1, 2020, replacing the corresponding old standard GB15083-2006. The relevant requirements for implementing the new standard are now clarified as follows:
1. Starting from July 1, 2020, new car seats and headrest products that apply for certification must be certified in accordance with the new version of the standard.
2. For seats and headrest products that have obtained certificates according to the old version of the standard before July 1, 2020, companies must update the standard before July 1, 2021 or switch to after-sales maintenance spare parts for discontinued models. CQC that fails to complete the conversion within the time limit will be suspended. If the conversion is not completed within 3 months of the suspension period, the relevant certification certificate will be revoked.
a. For products certified according to the old version of the standard, the strength test of the seat fixing device, adjusting device, locking device and displacement device must be supplemented in accordance with the requirements of GB15083-2019 Article 5.3 (assembly dynamic test);
b. If the certified product is tested in accordance with Article 5.3.1 of GB15083-2006 (Assembly Dynamic Test), the test version can be changed directly without the above difference test;
c. If the product has been certified, it has been tested in accordance with GB11551-2014 (positive collision) (including the case of GB/T 20913-2007 (40% offset collision)) along with the whole vehicle during the CCC certification and meets the requirements If required, the above-mentioned difference test can also be exempted. However, the certification client should provide the test report (copy) at that time. The seat model in the test report must be consistent with the certificate; if the model is inconsistent or the test report cannot be provided, the supporting vehicle manufacturer’s GB11551-2014 ( Or GB/T 20913-2007) statement of seat configuration during the test.
3. When sending samples, the certification principal of the seat product should in principle provide the vehicle body connected to the seat (including mechanical and electrical attachments such as connection and fixing); if the company cannot provide the vehicle body, the equivalent Test method (Article 5.9), but the manufacturer shall provide a document of the equivalence of the method. The laboratory shall confirm the document and keep it as the original record. At the same time, it shall be in accordance with ISO/IEC 17025 in the type test report. The regulations indicate.
4. The test items in clause 4.11 of GB15083-2019 shall not be used as the test items for seat product certification, and the corresponding items shall be carried out during the vehicle CCC certification.
5. For certified products that have been delivered, put on the market and are no longer produced before July 1, 2020, no certificate conversion is required.
6. Each laboratory shall report to the Certification Department of the State Administration for Market Regulation and our center as soon as possible the update of the testing capabilities of the new version of the standard, and timely report the status of the certification and accreditation of the new version of the standard laboratory for the record.
