[Standard revision] Notice on the revision of the implementation rules for the compulsory product certification of strollers and toys

All relevant units:
1. CQC-C2201-2020 main revised content
1. 1.5 Refine the responsibilities of the person in charge of certification technology;
2. 4.1 Add "Note" to clarify the definition of a single batch of products;
3. 6.2.1.1 Delete the requirements for toy design qualifications for ODM, OEM manufacturers, and manufacturers; delete the requirements for submitting the list of quality management documents and related authorization documents;
4. 7.2.1 Modify the number of samples submitted for children's tricycles, strollers and baby walkers;
5. 8.1 Delete the factory definition code table in Table 5;
6. 11 It is clear that the supervision period after certification is 12 months;
7. 11.2 Clarify the consistency check requirements;
8. 11.3 Increase the supervision sampling requirements;
9. Attachment 1 Factory Quality Assurance Ability Requirements 1.1.3 Delete the technical person in charge as required by the certification body.

3. 5.1.1 Revise the division principle of heat source toys and experimental toys;
4. 6.2.1.1 Delete the requirements for toy design qualifications for ODM, OEM producers, and manufacturers; delete the requirements for submitting the list of quality management documents and related authorization documents;
5. 7.2.1 Modify the number of samples submitted for riding vehicle toys;
6. 7.4.1 Modify the type test period;
7. 8.1 Delete the factory definition code table in Table 8;
8. 11 It is clear that the supervision period after certification is 6 months; among them, riding vehicle toys will implement a new supervision period from January 1, 2021;
9. 11.2 Clarify the consistency check requirements;
10. 11.3 Increase the supervision sampling requirements;
11. 12.1 The “drive mechanism” of category B parts for plastic toys in Table 9 is added;
12. Attachment 1 Factory Quality Assurance Ability Requirements 1.1.3 Delete the technical person in charge as required by the certification body.
3. Implementation requirements
This revision of the detailed rules does not involve certificate change. From December 4, 2020, applicants must apply for certification in accordance with the revised implementation rules.
