Notice of CNCA on streamlining and optimizing the compulsory product certification procedures for export-to-domestic products
In order to implement the spirit of the “Implementation Opinions of the General Office of the State Council on Supporting the Transfer of Exported Products to Domestic Sales” (Guobanfa [2020] No. 16), according to the “Party Group of the General Administration of Market Supervision and Administration on Printing and Issuing “Further Exert the Function of Market Supervision and Coordination to Promote Epidemic Prevention and Control "Notice of the "Work Plan for Economic and Social Development" (Guo Shi Jian Dang [2020] No. 74) requires that the procedures for compulsory product certification of export-to-domestic products (hereinafter referred to as CCC certification) be further streamlined and optimized, and the relevant matters are now notified as follows:
1. Focus on streamlining optimization procedures
The CCC certification body shall, on the basis of ensuring the compliance and effectiveness of the certification activities, combine quality management and risk control capabilities, make reasonable and streamlined optimization of the CCC certification procedures for export-to-domestic products, by opening up green channels, accepting and recognizing existing conformity assessments As a result, measures such as expanding online services have shortened the processing time of certification certificates and reduced the number of certification certificates.
In particular, with regard to the international multilateral and bilateral conformity assessment mutual recognition system that China has joined and can recognize the results of relevant testing, inspection, and certification, the CCC certification body should recognize or accept the results of relevant testing, inspection, and certification for domestic enterprises and products. It is possible to avoid repeated evaluations and reduce certification costs.
2.take the initiative to strengthen technical services
The CCC certification body should focus on strengthening the sense of responsibility and improving service quality. On the basis of actively communicating with export-to-domestic enterprises, it provides policy and technical training, formulates reasonable streamlined optimization programs, and arranges special personnel to track the certification process. Comprehensively provide certification services and technical support, and reasonably reduce the cost of CCC certification for export-to-domestic products.
3. Summarize the notified information in time
The designated CCC certification agency shall submit to the Commission before September 15 this year and December 15 this year the work of streamlining and optimizing the CCC certification process for export-to-domestic products (including but not limited to: strengthening services, optimizing processes, streamlining certificates, reductions and exemptions) Cost-related situations and typical cases, etc.).
