On May 29, 2019, at the "Guardian Child Safety and Recall System Implementation Seminar" held in Beijing, the China Consumer Quality and Safety Promotion Association (hereinafter referred to as the "China Consumer Council") awarded children's products to the China Quality Certification Center (CQC) The Secretariat of the Working Committee has a plaque; at the same time, CQC has released the "Technical Specification for the Evaluation of Children's Toys and Puzzles", which is the first group standard of the China Consumer Council.

Educational toys refer to toys that can help children in a certain age group to gain wisdom and grow up healthily during play. They are divided into 8 categories, namely sensory perception, physical coordination, logical reasoning, social cognition, learning and education Type, artistic imagination type, sports type and music enlightenment type.

According to the intelligence and physical strength of children in a specific age group, the standard evaluates the educational performance of toys from 14 aspects such as color and shape, hand-eye coordination, artistic creation, logical reasoning, and simple cause and effect. The educational toys are classified according to age groups and scores. Divided into 4 levels: A+, A, B, and C. According to the standard, judging whether educational toys are safe should start from two aspects. Check whether the toy itself has words and sounds that promote violence, pornography, terror and other unhealthy effects on children's psychological development; check the product shape and play function of the toy should be healthy and upward , In line with mainstream social values, such as advocating sharing, cooperation, unity, friendliness, etc. In terms of determining the dimensions of educational performance, the educational performance of educational toys is embodied in five dimensions, namely sensory cognition, physical coordination, logical reasoning, interactive communication, and artistic imagination.

Process:
1) Commission and acceptance of evaluation
2) Document review
3) Product evaluation
4) Evaluation and approval of evaluation results
5) Issuance of certificates

Documents required:
1) Product evaluation contract;
2) The registration certificate of the evaluation client, product producer (manufacturer), product manufacturer (manufacturer), such as business license;
3) Product description of children's toy puzzle grade evaluation (including product pictures that reflect the main features of the product);
4) For CCC products, a valid CCC certificate is required; for non-CCC products, a test report of the corresponding standard in the CQC9247-2019 "Technical Specification for Evaluation of Children's Toys and Puzzles" or a valid CQC voluntary product certification certificate shall be provided;
5) Product conformity statement;

Sample requirements:
In principle, send 2 samples for each model sample, and ensure that 1 sample is used for storage and retention of samples for at least 1 year.

Certificate fee: 2000 Evaluation fee: 1000/model

Validity period:

The validity period of the evaluation certificate is 1 year (for evaluation certificates obtained through ODM and OEM, the validity period shall be the validity period stipulated in the ODM and OEM agreement, but the maximum shall not exceed 1 year). It can be renewed after expiration.
