Russian product safety certification is a product conformity assessment system implemented by the Russian government to protect the lives of consumers, animals and plants, protect the environment, protect national security, strengthen product quality management, and implement laws and regulations.It requires products to comply with Russian national standards and technical regulations, collectively known as Russian GOST R or Customs Union EAC certification. GOST R/EAC certification is proof that the relevant products comply with the safety requirements of the relevant products of the Russian Federation. All commodities listed in the “Russian Compulsory Certification Commodity List” must pass the safety certification of the Russian government or its designated notified body, obtain the relevant certificate of conformity, and affix the relevant safety certification mark according to the requirements before entering the Russian market.

On July 6, 2010, Russia, Belarus and Kazakhstan established a customs union organization. On August 16, 2011, the three countries' certification technical regulations were issued one after another. The compulsory certification system of the three countries began to be unified. If the corresponding products entered the three countries in the future, the corresponding products have been included in the three countries. For mandatory certification list, then the Customs Union EAC certification is required. If the product is not yet included in the customs union, the old GOST R certificate is needed before entering Russia.

 Compulsory certification means that any product listed in the “Compulsory Product Certification List” must get the mandatory certificate. The product must be marked with a safety certification mark, and present relevant certificates to the customs must when entering Russia. .

Voluntary certification refers to the products in the list of non-mandatory scope that have low security requirements or are not dangerous.
