On July 26, the State Administration for Market Regulation held a special press conference to interpret GB 4943.1-2022 "Audio Video, Information Technology and Communication Technology Equipment Part 1: Safety Requirements".

Guo Huanxin, first-level inspector of the Standard Technology Management Department of the State Administration for Market Regulation:

good afternoon everyone! In order to thoroughly implement the "National Standardization Development Outline", strengthen the research on standards in key technical fields, and do a solid job in the development of basic and key fields of standards, the State Administration for Market Regulation (Standard Committee) has recently approved the release of GB 4943. Communication Technology Equipment Part 1: Safety Requirements" Mandatory National Standard. Below, I briefly introduce the relevant situation of the standard:

The predecessor of this standard is two mandatory national standards, namely "information technology equipment safety part 1: general requirements" and "audio, video and similar electronic equipment safety requirements", these two standards have been mandatory product certification ( CCC) as the detection basis. With the rapid development of a new generation of information technology, the original two standards are also facing new problems in their use. On the one hand, electronic products such as smart phones, notebook computers, and smart TVs are highly integrated in functions, and often have audio and video and information communication functions at the same time. Two standards are used to evaluate the safety of their production, testing and certification, and market supervision. cause difficulties; on the other hand, the International Electrotechnical Commission (IEC) has merged the two international standards of audio and video product safety and information technology product safety according to the technological development trend, and the European Union, the United States, Japan, South Korea and other countries and regions are actively developing new versions of the international standards conversion work, and use it as the basis for testing certification and market access. If my country does not integrate and revise as soon as possible to achieve international standards, it will have an adverse impact on the export of my country's electronic products. Therefore, the State Administration for Market Regulation (Standards Committee), together with the Ministry of Industry and Information Technology and other departments, organized the integration and revision of the standard, and formulated and released the new version of the mandatory national standard GB 4943.1.

This revision of the standard mainly has two outstanding improvements: on the one hand, the scope of application is further expanded, and the new version of the standard integrates the original GB 4943.1-2011 "Information Technology Equipment Safety Part 1: General Requirements" and GB 8898-2011 "Audio, Video and Similar Electronic Equipment Safety Requirements" mandatory national standard, covering all products of audio, video, information technology and communication technology equipment, conforming to the current technology industry development trend. On the other hand, the technology is optimized and upgraded. The new version of the standard uses the concept of safety engineering, proposes energy classification, and comprehensively considers the danger sources of electric shock, fire, overheating, and sound and light radiation that may occur during the use of various electronic products. And put forward corresponding protection requirements and test methods to help the safety protection of electronic products to be precise, scientific and standardized.

The release and implementation of the new version of the standard has three important meanings.

First, it is conducive to the implementation of standards by electronic product manufacturers.

The scope of application of the previous two standards is different, leading to confusion in the seection of standards for production and design of electronic products by many enterprises. After the merger of the new version of the national standard, the problem of the difficulty of defining the applicable standards in the past has been solved, and the "one ruler" of product production, testing and random inspection has been realized, which has reduced the burden on enterprises and improved the efficiency of market operation.

The second is to protect the health and safety of consumers.

The new version of the national standard has deeply sorted out, supplemented and improved the core content of the original two standards, and proposed specific safety measures for the new hidden dangers brought by new technologies such as current products such as wireless charging and Bluetooth headsets according to the concept of classification and classification of hazard sources. Requirements and test methods to protect personal and property safety from electric shock, fire prevention, overheating, sound and light radiation and other aspects.

Third, it is conducive to promoting the export trade of my country's electronic products.

The revision of the new version of the standard adopts the international standard IEC 62368-1, and the main technical content is consistent with the international standard. Enterprises producing electronic products in accordance with the new national standards can meet the requirements of the international safety assessment system, eliminate technical barriers to international trade, and help my country's electronic products "go global".

The new version of the national standard has been released on July 19, 2022, and will be officially implemented on August 1, 2023. In the next step, the State Administration for Market Regulation will work with relevant departments to do a good job in publicizing and interpreting the standards. Produce simple, clear and easy-to-understand publicity materials, publicize and interpret the standards through media such as TV news and WeChat public accounts, and guide consumers to pay attention to the safety of electronic products. Prepare training materials and carry out various online and offline training activities to ensure that enterprises, testing institutions and other parties accurately understand the standard requirements. The second is to do a good job of supervision and spot checks in the field of production and circulation. As a mandatory national standard, the new version of the national standard needs to be enforced. After the standard is officially implemented, the State Administration for Market Regulation will conduct supervision and spot checks on electronic products in the field of production and circulation according to the new version of the national standard, and punish products that do not meet the requirements of the new version of the national standard. Comply with the requirements of the new version of the standard, and earnestly safeguard the legitimate rights and interests of consumers. The third is to do a good job of supporting the certification and replacement work. There is a 12-month transition period from the release of the standard to the implementation. The State Administration for Market Regulation will track the implementation of the new version of the national standard with relevant departments, and guide the electronic product CCC-designated certification bodies and laboratories to strengthen the construction of certification and testing capabilities in accordance with the requirements of the new version of the standard to achieve a smooth transition. Fourth, continue to improve the standard system. Pay attention to the actual effect of standard implementation and application, track international and domestic technological development trends, and study the direction of standard improvement and improvement. Promote the formulation and release of supporting standards as soon as possible, establish and improve a standard system, and give play to the basic, leading and normative role of standards to help the high-quality development of the industry.

thank you all!

Liu Xiangang, Vice President of China Electronics Standardization Institute:

Good afternoon, friends from the media. I am from the China Electronics Standardization Institute. On behalf of the Standardization Technical Committee and technical institutions, I will interpret the new mandatory national standard GB 4943.1-2022 "Audio Video, Information Technology and Communication Technology Equipment Part 1: Safety Requirements" (below Abbreviated as "New GB 4943 National Standard").

Just as Inspector Guo Huanxin said just now, the national standard GB 4943 is an important standard with more than 30 years of history in the field of electronic product safety. played a very important role. The State Administration of Market Supervision (Standard Committee) and the Ministry of Industry and Information Technology have taken the lead in the revision of the GB 4943 national standard with comprehensive industrial development and international environment. The new version of the GB 4943 national standard is quite different from the previous version. Below, I will briefly interpret the new version of the GB 4943 national standard from the main content of the standard, the main differences between the old and new standards, and the main differences between the national standard and the international standard:

First, the main content of the standard

▶ The new version of the national standard GB 4943 is applicable to "safety requirements for electronic equipment in the fields of audio and video, information technology and communication technology, business and office". Chargers, etc. all belong to the scope of this standard.

▶ The new national standard GB 4943 classifies the hazard sources, and uses the principles of safety engineering to take corresponding safety protection measures for different hazard sources, which makes the standard structure more reasonable, clearer and more convenient to use. The new GB 4943 national standard is divided into 10 chapters and 28 appendices, with a total of more than 200,000 words (200,700 words), which very comprehensively and detailedly stipulates the safety requirements that electronic products should meet. Consumers use it in their daily life. For the safety issues of electronic products, the corresponding technical requirements can be found in this standard. The new GB 4943 national standard considers 6 types of hazard sources including electricity-induced injury, electricity-induced fire, injury caused by harmful substances, mechanical injury, thermal burns, and sound and light radiation, and proposes corresponding hazard sources for these 6 types of hazard sources. Safety requirements and test methods.

▶ The new version of the national standard GB 4943 fully considers the new security risks and hidden dangers brought by new technologies, new products and new applications that are closely related to the personal and property safety of the people.

For example, safety concerns have arisen from the increasingly widespread use of wireless charging in recent years. Consumers may place metal objects such as keys and coins on the wireless charger. The energy transmission of the wireless charger may cause the metal objects to generate high temperatures and bring dangers such as burns and fires. In this regard, the new version of the national standard GB 4943 clearly requires that wireless chargers need to have the function of identifying metal foreign objects, and stop energy transmission to foreign objects in time.

For example, with the popularization of multimedia functions of electronic devices, products such as mobile phones, headsets, and Bluetooth headsets with functions of personal music players are favored by consumers. However, if the volume of the earphone is too loud or the listening time is too long when wearing the earphone, it will cause harm to human hearing. The new version of the national standard GB 4943 puts forward safety requirements in terms of sound pressure level limits for headphones, ensuring consumers' hearing health. For example, the new version of the national standard GB 4943 requires that when the accumulated limit exceeds the specified limit within a certain period of time, the electronic product should give a warning and ask the user to confirm, and automatically reduce the volume to a safe level if it is not confirmed.

For another example, more and more portable electronic products are powered by rechargeable batteries, which brings safety hazards such as overheating, burns, liquid leakage, and explosions, and endangers the personal and property safety of the people. The new GB 4943 national standard focuses on battery safety issues, specifies battery safety requirements such as overcharge protection, temperature protection, shell fire protection, and drop protection, and fully considers the short circuit caused by short-circuiting the battery due to metal objects such as keys and necklaces. , and safety problems such as liquid leakage, burning, and explosion caused by the above problems.

Second, the difference between the old and new standards

Compared with the current national standard, the new national standard GB 4943 will replace the previous GB 4943.1-2011 "Information Technology Equipment Safety Part 1: General Requirements" and GB 8898-2011 "Audio, Video and Similar Electronic Equipment Safety Requirements". Mandatory national standards. Compared with the previous standard, the new standard mainly has the following differences.

First, the scope of application of the standards is different.

The new version of the national standard GB 4943 will combine the scope of application of the previous version of GB 4943.1-2011 and GB 8898-2011, covering three categories of equipment: audio and video equipment, information technology equipment, and communication technology equipment. "Electronic Products". The new version of the national standard GB 4943 is more in line with the development trend of continuous integration of equipment, covering three categories of equipment, and provides a unified security framework and minimum security baseline requirements. Therefore, the new GB 4943 national standard can better meet the current industry development needs.

The second is to propose energy source classification and personnel classification.

The new national standard GB 4943 classifies the energy source of the product, and divides it into three levels: "no pain, but can feel", "pain, but not causing injury" and "causing injury" according to the degree of damage that the energy source can cause. . For example, for parts of electronic products that have higher power levels (energy source levels) and are more likely to catch fire due to heat, materials with higher fire ratings are required for protection.

The standard also divides the corresponding personnel into three categories according to the awareness and coping ability of the people who come into contact with these products on a daily basis. different security measures. Use double safety protection for those parts that may cause serious injury to personnel without professional knowledge, while the same danger requires only ordinary safety protection for professional and technical personnel.

The design of energy source classification, personnel classification and targeted adoption of different levels of safety protection measures adopted in the new GB 4943 national standard is more scientific and reasonable. This can not only ensure the bottom line of safety, but also prevent the reduction of functions and the increase of costs caused by excessive protection.

3. Differences from International Standards

The new version of the national standard GB 4943 adopts the third edition of the international standard IEC 62368-1:2018. At the same time, based on the actual situation of my country's geographical environment, climatic conditions and power supply system, the technical differences in my country are introduced on the basis of in-depth research and experimental verification. , mainly including the following points.

First, based on the particularity of the power supply and distribution conditions of buildings in my country

Electronic products cannot completely rely on the protection devices in building facilities to provide protection. In the new version of the national standard GB 4943, stricter safety protection measures are required, and electronic products are required to have corresponding overcurrent protection devices and protective ground and signal ground. isolation measures, etc.

The second is based on the particularity of my country's geographical conditions

Added technical differences for security requirements. For example, international standards are mainly formulated for areas below 2000m above sea level, while nearly one-third of my country's land area is above 2000m above sea level, and a large number of people live there. There, the air is thinner and more prone to electrical breakdown, which can cause shock damage. In order for people in high-altitude areas to use electronic products safely, the new national standard GB 4943 requires stricter requirements for air insulation when designing and manufacturing electronic products.

The third is based on the particularity of my country's climatic conditions

Added technical differences for security requirements. Considering that there are vast areas in our country with a tropical climate, the high temperature and high humidity in this climate will reduce the insulation performance of the material, the new national standard GB 4943 fully considers the impact of this tropical climate, and introduces corresponding technical differences to ensure our country. The safety of electronic products used by consumers in tropical climates.

The above is a brief interpretation of the standard from three aspects: the main content of the standard, the difference between the old and the new standard, the difference between the national standard and the international standard. To sum up, the new version of the national standard GB 4943 fully considers various hazards such as electric shock, overheating, fire, machinery, etc. Systematic and comprehensive protection requirements are formulated; this standard not only considers international safety requirements with reference to international standards, but also adds special requirements for safety protection according to specific national conditions such as high altitude areas and tropical climate conditions in my country; this standard is not only the production and sales of electronic products in my country It is also the minimum requirement and safety bottom line to ensure the health of the people and the safety of life and property.
