In September 2022, The General Office of the State Council issued No. 31 announcement "Opinions of The General Office of the State Council on Deepening the Reform of the Electronic and Electrical Industry Management system", pointing out that the certification system for energy-saving products and low-carbon products will be integrated into the certification system for energy-saving and low-carbon products. Products that have passed the certification of energy-saving and low-carbon products can enjoy preferential procurement or compulsory procurement policies in government procurement according to regulations, and those that meet the relevant local award and subsidy policies can enjoy the policies according to regulations.

01 Introduction to Energy Saving Certification

Resource saving product certification is one of the voluntary product certification services carried out by China Quality Certification Center. The "saving" sign is added to show that the product meets the certification requirements of energy saving and water saving. The certification scope involves the energy saving certification of electrical appliances, office equipment, lighting, mechanical and electrical equipment, power transmission and transformation equipment, construction and other products. As well as industrial water treatment, urban water, agricultural drainage and irrigation, non-traditional water resources utilization and other products of water saving certification. It aims to promote consumers' active consumption of energy-saving products, guide and encourage the promotion of energy-saving products and the progress of technological level through the development of resource conservation certification.

02 Energy saving certification mark

The certification logo consists of a circular pattern formed by the first letter "e" of "energy", with a deformed Chinese character "Jie" in the middle, which means to save energy. The outer circle of the notch forms the first letter "C" of "CHINA". The upper part of the "section" is simplified into the shape of a section of the ancient Great Wall. Together with the lower part, it forms the pattern of a peak fire platform, which symbolizes China. The lower part of "jie" is the first letter "N" of "Neng" in Pinyin. Both Chinese and English are included in the design to facilitate international standards.

03 Computer product energy saving certification
Here we take computer products as an example to introduce China's energy saving certification:

When applying for energy conservation certification, a valid CCC certificate and test report should be provided if the product is within the CCC certification scope. It is recommended to apply for 3C certification and energy saving certification at the same time, so as to avoid failure of energy saving certification test. After product rectification, 3C certification also needs to be changed at the same time, which will increase extra cost and time.

Product inspection
In principle, representative samples with the highest energy consumption are selected for product inspection. Specific according to the scope of application and CyDA test to confirm the sample delivery requirements.

According to the standard
GB28380-2012 "Energy Efficiency Limit Value and Energy Efficiency Grade of microcomputer" or CQC3114-2015 "Computer Energy Efficiency Certification Technical Specification".

If the all-in-one product has a display function or the product screen size exceeds 40 inches, the display function energy saving test needs to be added.

For specific multifunctional products, in principle, each independent function should be tested.

Factory inspection content
Plant inspections for energy efficiency certification pay more attention to product design and development and energy efficiency indicators.

The basic principles are: Taking energy consumption index/efficiency as the core, taking R&D/design, procurement, production, incoming inspection -- process inspection and final inspection as two basic inspection routes, highlighting key/special production processes and inspection links, and confirming the on-site consistency of key components that affect the energy efficiency of products. The production equipment, testing resource allocation and personnel capacity of the factory were confirmed on site.

Factory inspection time
Under normal circumstances, the initial factory inspection is carried out after the product has passed the inspection. In principle, factory inspection should be completed within one year after the end of product inspection.

The annual inspection shall be carried out after the completion of the initial factory inspection or within 12 months after the certification.

For certified products, CQC shall conduct product sampling inspection once a year, in principle, during the annual supervision.

The number of days is determined according to the production scale of the factory:
1) Factories with less than 100 employees: two workers per day
2) Factory size of 100 employees or more: 3 employees for 2 days

Validity of certificate

It has been converted from 3 years to 5 years. The validity of the certificate is maintained through regular monitoring.
