New regulations: household gas appliances are included in CCC certification

From October 1, 2019, household gas appliances such as wall-hung boilers will be included in the CCC certification management, according to the "Decision of the State Council on Further Reduction of the Administration Catalogue of Industrial Product Production Licenses and Simplified Examination and Approval Procedures" (Guo Fa [2018] No. 33 ) Requirements, the National Certification and Accreditation Administration Commission issued the “Compulsory Product Certification Implementation Rules” (No .: CNCA-C24-01: 2019) (hereinafter referred to as “certification rules”), and decided to convert household gas appliances and other products from production license to Compulsory product certification (CCC certification) management.

The implementation date of the "Compulsory Product Certification Implementation Rules" is set to October 1, 2019, that is, from October 1, the corresponding standard household gas appliances including wall-hung stoves are applicable to the "Compulsory Product Certification Implementation Rules" and no longer apply For "production license".

 (1) The basic certification mode for implementing mandatory certification for household gas appliances such as wall-hung boilers is: product testing + initial factory inspection + supervision after certification.

 (2) Post-certification supervision refers to one or a combination of three methods: follow-up inspection after certification, sample inspection or inspection at the production site, market sampling inspection or nspection.

4. How are the products of compulsory certification divided?

4. (1) According to the product type, product structure, working principle, gas type and other units. 

(2) The same product produced by the same producer and different production enterprises, or the same product produced by different producers and the same production enterprises, can be tested on only one unit sample, and the products of other producers need to provide information Conduct consistency checks.

5. How to submit certification and submit application materials?

 (1) Entrustment and acceptance of certification The certification client submits the certification entrustment to the certification body, and the certification body will process the certification entrustment and feedback the acceptance or non-acceptance information according to the time limit in the certification implementation rules.

 (2) The application data certification client shall provide the required information in accordance with the requirements of the application data list in the certification implementation rules (the application data list shall include at least the certification declaration or contract, the certification client / producer / production company registration certificate, etc.

 (3) Implementation arrangements The certification body and the certification client will agree on the relevant responsibilities and arrangements of the two parties in each link of certification implementation, and determine the certification implementation according to the requirements of the "certification rules" and certification implementation rules according to the actual and classified management of the production enterprise And inform the certification client.

6. Implementation steps and certification time of certification

(1) After completing the above steps, we will really start to enter the certification implementation process, which is roughly divided into three steps: product testing, initial factory inspection, certification evaluation and decision. 

(2) Under normal circumstances, the certification body shall issue a certification certificate to the certification client within 90 days after accepting the certification delegation.

7. The cost, validity period and how to renew the certification?

(1) The certification fee shall be charged in accordance with the mandatory product certification fee standards disclosed by certification bodies and laboratories.

(2) The validity period of the certification is 5 years. 

(3) If the validity period of the certification certificate expires and it is necessary to continue to use it, the certification client shall submit the certification commission within 90 days before the validity period of the certification certificate expires. If the supervision result is qualified after the last certification within the validity period of the certificate, the certification body will directly issue a new certificate after receiving the certification entrustment.

8. What should I pay attention to after obtaining the CCC certification?

(1) It is necessary to pay attention to the supervision after certification. This is a part of the CCC certification model. During the validity period, the validity of the certificate can only be maintained by relying on the supervision of the certification body after certification. 

(2) The principle of post-certification supervision is not to notify the inspected party in advance, which is generally divided into production site sampling inspection and market sampling inspection, and the inspection content certification body of the supervision after certification will be clear in the implementation details, everyone should pay attention Study.

(3) The frequency and time of supervision after certification is not limited, and the certification body will adopt different methods according to different enterprises. 

(4) If the supervisory evaluation fails after the certification, the certification body will suspend or revoke the obtained CCC certification according to the corresponding situation, and will announce it.
