[Standard Version] Notice on the Change of Energy-saving Certification Requirements for LED Panel Lights

China Quality Certification Center (English abbreviation CQC) recently revised CQC31-465317-2014 "Energy-saving Certification Rules for LED Flat Lamps", involving business sub-category: 701417, and the revised rules are: CQC31-465317-2020 "LED for General Lighting" Energy-saving certification rules for panel lamps.

1. The main amendments to the rules
1. The name of the certification rules is changed from "Energy-saving Certification Rules for LED Panel Lamps" to "Energy-saving Certification Rules for LED Panel Lamps for General Lighting";
2. The "product inspection" in the certification mode is changed to "product type test";
3. Modify 4.1 certification basis standard GB38450-2019 to replace CQC 3147-2014, and the certification scope will be adjusted accordingly as the standard changes;
4. Revise 4.2 the principle of division of certification units;
5. Modify 5.1.2 sample quantity;
6. Modify 5.2 inspection items, methods and judgments;
7. Modify the factory quality control testing requirements;
8. Revise 8.4 supervision sampling inspection items;
9. Modify the review requirements and delete product testing requirements;
10. The validity period of the certificate is adjusted from 4 years to 5 years.

2. Implementation requirements

1. Starting from December 4, 2020, our center will adopt GB 38450-2019 and CQC31-465317-2020 to implement certification and issue certification certificates. Enterprises can submit certification applications through the CQC website;
2. For products certified in accordance with CQC3147-2014, the certificate holder shall submit the standard to our center from the date of publication of this notice and before the end of the first follow-up inspection after the implementation date of the national standard (January 1, 2021) Conversion application: The standard conversion of all certificates will be completed by January 1, 2022 at the latest. If it is not completed within the time limit, our center will suspend it. Our center will revoke the old standard certification certificate that has not been converted after April 1, 2022;
3. The follow-up inspection after certification is carried out according to the standard version listed in the valid certificate;
4. Certificate conversion method. The certificate holder submits an application for change to the China Quality Certification Center, and the product completes the test of the difference test item according to the new version of the standard, and the certificate of the new version of the standard and certification rules is issued after the evaluation is qualified.
