Your "Recommendations on Strengthening the Supervision of the Household Appliances Market" have been received, and the reply is as follows:
1. Work has been carried out
(1) Attach great importance to Gree's report on the Oaks incident. Taking into account the high degree of public sentiment, in order to respond to social concerns in a timely manner, our bureau made a public response to Gree’s report on the Oaks incident at 23:41 on June 10, 2019 on the website of the General Administration of China, WeChat, and Weibo. After receiving the formal report letter from Gree Electric Company, in accordance with the territorial jurisdiction principle, our bureau forwarded the report letter to the Zhejiang Provincial Market Supervision Bureau, requesting it to investigate and verify the relevant situation. At 18:00 on April 10, 2020, the National Enterprise Credit Information Disclosure System and Zhejiang Government Service Network successively announced the "Regarding the Administrative Penalty Decisions of Ningbo Municipal Market Supervision Bureau on the use of energy efficiency labels for false publicity by Aux Air Conditioning Co., Ltd. ", clarified that Oaks used the energy efficiency label to conduct false propaganda, and made the administrative penalty decision of "ordering correction" and "imposing a fine of 100,000 yuan".
(2) Strengthen the supervision and inspection of energy and water efficiency labels. Drawing lessons from international practices, my country's energy efficiency labeling system mainly adopts the mode of enterprise self-labeling, filing, supervision and inspection. The bureau attaches great importance to the supervision of energy efficiency labeling products, and adopts special inspections and law enforcement inspections to continuously strengthen the supervision of energy efficiency labels. In order to further strengthen the supervision and inspection of energy efficiency and water efficiency labels, combat false energy efficiency and water efficiency standards, and improve the efficiency of energy and water products, on May 24, 2019, the General Office of the State Administration for Market Regulation, together with the General Office of the Development and Reform Commission and the General Office of the Ministry of Water Resources, jointly issued the " The Notice on Strengthening the Supervision and Inspection of Energy Efficiency and Water Efficiency Labeling (Shijian Metrology [2019] No. 33) requires all localities to further strengthen the supervision and inspection of energy efficiency and water efficiency labeling, and investigate and deal with the problems found in the supervision and inspection according to law.
(3) Strengthen the management of compulsory product certification for household appliances. The first is to fully highlight the essential attributes of compulsory product certification (CCC certification) "safety bottom line". 19 household and similar products that are in close contact with consumers and used directly are included in the scope of CCC certification management. Products that have not obtained CCC certification shall not be shipped, sold, imported or used in other business activities. The implementation of CCC certification has effectively improved the quality and safety of home appliances and promoted the optimization and upgrading of the home appliance industry. The second is to carry out spot checks on the effectiveness of CCC certification. In 2019, random inspections of 2271 batches of 26 CCC certified products were conducted in the production and circulation fields (including e-commerce platforms). Among them, there are a total of 535 batches of 9 home appliances including kitchen machinery, electric rice cookers, liquid heaters, electric hot pots, indoor heaters, electric fans, skin and hair care appliances, induction cookers and electric blankets. 86.7%. For substandard products, the certification body is required to suspend or revoke its CCC certificate in a timely manner. The third is to increase the supervision of CCC certification practitioners. In 2019, focus on the implementation of special inspections of CCC certification designated certification agencies and laboratories in the field of indoor heaters and other household appliances. According to the problems found in the inspection, one CCC designated laboratory will be suspended and 8 indoor heaters designated by CCC will be rectified within a specified time. The fourth is to guide local governments to carry out certification supervision work. The “Notice of the General Administration of Market Supervision on Strengthening the Supervision of Certification” (Guo Shi Jian Certification [2019] No. 102) was issued, requiring local market supervision departments to strengthen the supervision of the certification market and crack down on illegal certification activities. Compile "Certification Supervision Training Materials" and issue them to the primary market supervision departments to promote the improvement of primary-level certification supervision capabilities.
(4) Strengthen the supervision and random inspection of the quality of household appliances. In 2019, a national supervision and spot check on product quality was organized for 41 types of household appliances including refrigerators, electric ovens, baking appliances, and induction cookers. A total of 1,688 batches of products produced by 1,600 companies were spot-checked, and 246 batches of unqualified products were found and disposed of according to law. product.
(5) Improve the qualification certification of inspection and testing institutions. Inspection and testing institutions are an important technical support for product supervision. Our bureau has passed strict qualification accreditation of inspection and testing institutions, strengthened the supervision during and after the accreditation, carried out proficiency testing, laboratory comparison and other means to improve the ability of inspection and testing institutions, and provided technical support for related product supervision.
2. Next work plan
(1) Further strengthen the supervision of household appliances. Intensify the supervision and inspection of energy efficiency labeling products, and continue to organize and carry out national supervision and spot checks on the quality of household appliances.
(2) Strengthen the establishment of management standards and special governance of the home appliance market. Timely accept and handle consumer complaints and reports in accordance with the law, strengthen daily supervision of the home appliance market, and earnestly safeguard the legitimate rights and interests of consumers.
(3) Strengthen the supervision of compulsory product certification for household appliances. One is to further urge the CCC certification implementing agencies to strictly control the quality of certification, and resolutely not issue certification for products that do not meet the certification requirements. The second is to increase supervision during and after the event, regularly conduct special inspections on CCC certification implementing agencies, continue to organize spot checks on the effectiveness of CCC certified product certification, and guide local market supervision departments to crack down on unlicensed products.
