About CPC certification

What is CPC certificate?

CPC, namely Children's ProductCertificate, children's product certificate. This certificate is derived from the requirements of the United States Children’s Products Compulsory Regulations CPSIA (Children’s Product Safety Promotion Act): Children’s product manufacturers (referring to American domestic manufacturers) and importers (US) must be based on the test results of a third-party laboratory accredited by CPSC. The written children’s product certificate (CPC) certifies that its children’s products comply with applicable children’s product safety regulations.

▬What product needs to provide CPC certificate?
Children's products (designed for children 12 years old or younger, or consumer products 12 years old or younger as the main user)

▬Who provides the CPC certificate?
American manufacturers or American importers, or written by other agencies (such as testing agencies).

▬Who is responsible for CPC certification?
For products imported into the United States, the American importer shall bear the legal responsibility.

▬The content of the CPC certificate includes:
■ Product information: The products covered by the certificate should be described in as much detail as possible to make the product identification unique;
■ CPSC safety regulations that apply to and pass the test: the test needs to be carried out by a third-party laboratory accredited by CPSC;
■ The name, address, and contact information of the U.S. importer or U.S. domestic manufacturer that certifies that the product is compliant;
■ Contact information of the person who keeps the test report;
■ Product production date and address;
■ Date and address when the product was tested;
■ Information on CPSC-approved third-party laboratories performing the test.

CPC testing standards and items
CPSC has published 38 standards in total, and the main testing content involved are:
① CPSIA total lead and o-benzene;
② American toy standard ASTMF963;
③ The safety standard of electric toys 16 CFR Part 1505;
④ The rattle toy requires 16 CFR Part 1510;
⑤ Nipple safety standard 16 CFR Part 1511;
⑥ The burning performance of children's clothing and carpets, such as 16 CFR Part 1610;

⑦ Baby products: product standards such as strollers, cribs, fences, harnesses, safety seats, bicycle helmets, etc.

① CPSIA total lead + o-benzene;
② ASTMF963 toy standard;
③ 16CFR Part 1501 small parts (for toys have been covered by ASTMF963);
④ 16CFR Part 1510 requirements for rattle toys (required only for rattle toys, which has been covered by ASTMF963);
⑤ 16CFR Part 1505 Safety Standard for Electric Toys (Required for Electric Toys)

Other children's products: it is recommended to make CPSIA total lead + o-benzene. Children's products: baby carriage, crib, fence, harness, safety seat, bicycle helmet and other product standards
