According to Announcement No. 44 of 2019 of the General Administration of Market Supervision, on November 1, 2020, the designated certification body shall cancel all compulsory product certification certificates for products that apply the self-declaration evaluation method, and can be converted to voluntary product certification certificates according to the wishes of the enterprise; Commission to cancel the designated business scope of relevant certification bodies.
According to the announcement, the products in the 17 new compulsory product certification catalogues will be adjusted from third-party certification methods to self-declaration evaluation methods, and compulsory product certification certificates will no longer be issued.
Enterprises should complete self-assessment in accordance with the requirements of the "Compulsory Product Certification Self-Declaration Implementation Rules", submit product compliance information in the "Self-Declaration Compliance Information Submission System" (http://sdoc.cnca.cn), and report After the compulsory product certification mark is added, it can be used in the factory, sale, import or other business activities.
After the product conformity information is successfully submitted, the system generates a "compulsory certification product conformity self-declaration" as obtaining a compulsory product certification certificate, and the subsequent supervision and management requirements are the same.
1. Producers adopt appropriate self-declaration procedures to evaluate the conformity of products
• Self-declaration procedure A-arrange product type test in self-selected laboratory and issue type test report
• Self-declaration procedure B-the product type test will be carried out by the laboratory designated by the compulsory certification and the type test report will be issued
a) The biggest difference between the two is whether the report is issued by a designated laboratory for compulsory certification or a report issued by a self-selected laboratory
b) For specific procedures A or B, please refer to the "List of Products Applicable to Compulsory Product Certification Self-Declaration Evaluation Method" on the upper floor.
2. The producer should establish technical documentation
It should contain at least the following:
1) Product description;
2) Product technical data, such as: design and production drawings, key parts list, circuit diagrams, structure drawings, etc.;
3) Description and explanation of technical data, product use/operation instructions;
4) List of applicable standards for compulsory certification of products;
5) Type test report.
3. The producer/authorized representative should sign a self-declaration
The self-declaration content should include:
1) Product name and product category number
2) Product model specifications
3) The registered name and address of the producer
4) The registered name and address of the authorized representative (if any)
5) The registered name and address of the manufacturer
6) The name and number of the implementation rules for submission of self-declaration and compliance information
7) Compulsory certification standard number applicable to the product
8) Corresponding type test report number
9) A statement that the producer or authorized representative (where applicable) assumes full responsibility for the self-declaration
10) The manufacturer entrusts an authorized representative to submit a self-declaration related product conformity information and a statement of self-declaration responsibility (if applicable)
11) Other information
4. The producer/authorized representative shall keep the relevant information of self-declaration; when necessary, sellers and commercial users shall also be able to provide or inquire about the self-declaration information of the products they sell/use. [Keep the compliance information for at least 10 years for future reference from the date of submitting the compliance information]
5. When product design, technical characteristics, relevant compulsory certification requirements or self-declaration related information are changed, the manufacturer/authorized representative shall supplement the evaluation of product conformity based on the changed content and update the self-declaration and conformity information
Compliance information submission and self-declaration requirements
1. Submission of compliance information
Time: Before the product leaves the factory or is imported

a) Industrial and commercial registration certificate of domestic producer;
b) The business registration certificate of authorized representative (only applicable to overseas producers);
c) Product description;
d) Type test based on standard information;
e) Type test report;
f) Optional/designated laboratory information and relevant qualification certificates (when applicable);
g) Self-inspection report of factory quality assurance ability;
h) Self-declaration signed by the producer/authorized representative.
1) The self-declaration and the reported product name, model specification, manufacturer, manufacturer, trademark and other information should be consistent with the actual product and covered by the content of the type test report.
2) The laboratory that undertakes the self-declaration product type test and issues a report (optional or CCC designated laboratory) should combine the actual situation of the producer/authorized representative, register in the conformity reporting system and submit the self-declaration of the producer/authorized representative Product type test report and related information.
2. Self-declared results
a) The compliance information submission system generates a corresponding QR code based on the submitted results, and announces the results.
b) The producer/authorized representative signs the self-declaration with the two-dimensional code and the CCC mark on the product.
3. Changes to the submitted information
When to change:
When product design, technical characteristics, related mandatory certification requirements or other self-declared information changes
Claim:
a) The manufacturer/authorized representative shall supplement the evaluation of product conformity (if necessary) based on the changed content, and update the technical documents and self-declaration information in the conformity information reporting system.
b) If the content of the type test report is changed, the laboratory that undertakes the self-declared product type test and issues the report (self-selected laboratory/CCC designated laboratory) should combine the actual situation of the manufacturer/authorized representative and register in the compliance information reporting system And submit the manufacturer/authorized representative's self-declared product change report.
c) The change report can only be used to change the original compliance information if the original information submitted has not been cancelled.
4. Cancellation of submitted information
a) The producer/authorized representative can cancel the submitted information as needed. After cancellation, the system retains the original submitted information for future reference.
b) The validity period of the submitted information is 10 years, and the system will automatically log off after expiration.
Optional laboratory requirements
Among them, products that are subject to "Self-Declaration Procedure A" can be arranged in a self-selected laboratory for product type testing and a type test report. What are the requirements for the "self-selected laboratory"?
1. Qualification requirements
a) The operation of the self-selected laboratory shall comply with the laws and regulations of the country (region) where it is located.
b) The operation of their own laboratories such as producers and production enterprises shall comply with the requirements of GB/T27025 (or equivalent ISO/IEC 17025) standard, and it is encouraged to pass CNAS (or equivalent accreditation body) accreditation.
c) Third-party laboratories registered in China should pass the qualification certification of inspection and testing institutions. Third-party laboratories registered overseas must be accredited by CNAS (or equivalent accreditation body).
2. Ability requirements
a) Should have the technical ability to carry out the testing of relevant compulsory certification applicable standards (valid versions).
b) Appropriate personnel should be designated to be responsible for laboratory management and support the CCC self-declaration method self-declaration procedure A product type test.
c) It should be ensured that laboratory personnel conduct type tests in accordance with applicable standards for compulsory certification;
d) The technical capabilities required to ensure the effective implementation of type tests should be updated in time.
e) Should have the ability to issue a complete and accurate type test report.
