1. Basic situation


(1) The products in this spot check are 8 products sold online, including children's and infant clothing, plastic toys, children's furniture, towels, presbyopic mirrors, electric bicycles, balance bikes, and smart toilets.

(2) A total of 660 batches of products produced by 623 enterprises (not involving export products) were spot-checked this time. Among them, 62 batches of products are suspected of being unlicensed or unlicensed, without factory name or factory address, counterfeit and inferior, etc., which have been transferred to the market supervision department where the company is located. Inspections were carried out on 598 batches of products produced by 567 enterprises, and 100 batches of products were found to be unqualified. The unqualified discovery rate was 16.7%.

2. Analysis of spot check results

(1) Children's and infant clothing. Random inspections were conducted on 163 batches of children's and infant clothing products produced by 157 enterprises in 15 provinces (municipalities), among which 4 batches of products were suspected of having no factory name. Among the 159 batches of products inspected, 26 batches were unqualified, and the batch unqualified discovery rate was 16.4%. Focus on formaldehyde content, pH value, decomposable carcinogenic aromatic amine dyes, color fastness to water, color fastness to acid and perspiration, color fastness to alkali and perspiration, color fastness to dry rubbing, color fastness to wet rubbing, color fastness to saliva 19 items including strength, fiber content, heavy metals, phthalates, attachment tensile strength, rope requirements, attachment sharpness, down content, down content, duck feather (down) content, down oxygen consumption, etc. The project has been tested, and the unqualified items involve fiber content, color fastness to wet rubbing, color fastness to dry rubbing, color fastness to water, rope requirements, and attachment tensile strength.

(2) Plastic toys. Random inspections were conducted on 118 batches of plastic toy products produced by 99 enterprises in 9 provinces (municipalities). Among them, 23 batches of products were suspected of counterfeiting, production without CCC certificate, and factory address without factory name. Among the 95 batches of products inspected, 5 batches were unqualified, and the batch unqualified discovery rate was 5.3%. The inspection focused on 55 items in 4 categories, including mechanical and physical properties, flammability, migration of specific elements, and plasticizers. The unqualified items involve mechanical and physical properties, and plasticizers.

(3) Children's furniture. We randomly checked 43 batches of children's furniture products produced by 39 enterprises in 8 provinces (municipalities), among which 4 batches of products were suspected of having no factory name. Among the 39 batches of products inspected, 18 batches were unqualified, and the batch unqualified discovery rate was 46.2%. The inspection focused on 67 items in 3 categories, including structural safety, limit of hazardous substances, and flame retardancy. Unqualified items involve structural safety and hazardous substance limits.

(4) Towels. Random inspections of 141 batches of towel products produced by 141 enterprises in 10 provinces (municipalities) were conducted, of which 9 batches of products were suspected of having no factory address. Among the 132 batches of products inspected, 22 batches were unqualified, and the batch unqualified discovery rate was 16.7%. Focus on formaldehyde content, pH value, decomposable carcinogenic aromatic amine dyes, color fastness to water, color fastness to acid and perspiration, color fastness to alkali and perspiration, color fastness to dry rubbing, color fastness to wet rubbing, color fastness to saliva 13 items including fiber content, water absorption, water absorption, and hair removal rate were tested. The unqualified items related to fiber content, pH value, and water absorption.

(5) Presbyopia becomes a mirror. We randomly checked 48 batches of presbyopic mirror products produced by 48 enterprises in 7 provinces (municipalities), of which 10 batches of products were suspected of having no factory name. Among the 38 batches of products inspected, 5 batches were unqualified, and the batch unqualified discovery rate was 13.2%. Focus on the deviation of spherical lens vertex power (principal meridian surface 1), spherical lens vertex power deviation (principal meridian surface 2), cylindrical lens vertex power deviation, visible light transmittance, optical center horizontal distance tolerance, optical center unilateral Nine items including horizontal tolerance, vertical mutual difference of optical center, mutual difference of the vertex power of the two lenses, and assembly quality were tested. The unqualified items involve spherical lens vertex power deviation (principal meridian surface 1), spherical lens vertex power deviation (principal meridian surface 2), visible light transmittance, horizontal distance tolerance of optical center, single-sided horizontal tolerance of optical center, optical The centers are perpendicular to each other.

(6) Electric bicycles. We randomly checked 42 batches of electric bicycle products produced by 39 enterprises in 6 provinces (municipalities), of which 3 batches were suspected of being produced without CCC certificate. Among the 39 batches of products inspected, 10 batches were unqualified, and the batch unqualified discovery rate was 25.6%. Focus on vehicle speed limit, braking performance (dry state), vehicle quality, structure, speed prompt sound, water wading performance, reflectors, lighting and horn devices, electrical devices, chargers and batteries, fire performance, etc. 10 items were tested. The unqualified items involve vehicle speed limit, vehicle speed prompt sound, water wading performance, reflectors, lighting and horn devices, and electrical devices.

(7) Balance car. We randomly checked 47 batches of balance car products produced by 46 enterprises in 6 provinces (municipalities), of which 4 batches of products were suspected of having no factory name. Among the 43 batches of products inspected, 12 batches were unqualified, and the batch unqualified discovery rate was 27.9%. The focus was on the highest design speed, overspeed protection, low battery protection, slope standing ability and protection, charging lock, and Eight items including flying protection, wiring requirements, and static strength are inspected. Unqualified items involve the ability and protection of standing on slopes, charging lock, and anti-flying protection.

(8) Smart toilet. 58 batches of smart toilet products produced by 54 enterprises in 8 provinces (municipalities) were spot-checked, and 5 batches of products were suspected of having no factory name. Among the 53 batches of products inspected, 2 batches were unqualified, and the batch unqualified discovery rate was 3.8%. Focus on protection against live parts, input power and current, heat generation, leakage current and electrical strength at operating temperature, moisture resistance, leakage current and electrical strength, abnormal operation (excluding the test in Clause 19.11), stability and machinery Danger, mechanical strength, structure (excluding clause 22.46), internal wiring, power connection and external flexible cord, external wire terminal, grounding measures, screws and connections, heat and flame resistance, flushing water temperature, warm air temperature, sitting 23 items including ring temperature, anal flushing power, stability of water outlet temperature, blowing temperature, and seat ring surface temperature were tested. The unqualified items involve grounding measures, screws and connections.

3. Work requirements


In response to the problems found in the national supervision and spot check on the quality of online products, the relevant provincial market supervision departments shall follow the "Product Quality Law of the People's Republic of China", "The E-commerce Law of the People's Republic of China" and the "Interim Measures for the Administration of Product Quality Supervision and Spot Checks", etc. Provisions to guide the municipal and county-level market supervision departments to deal with the results of supervision and random inspection.

(1) For products whose quality does not meet the requirements of the standard in this random inspection, the enterprise shall be ordered according to law to stop producing and selling the same product, and supervise the destruction or make necessary technical treatment in accordance with relevant regulations.

(2) Notify the local government and relevant departments of the products whose quality does not meet the requirements of the standard in this random inspection, jointly supervise the enterprises to implement the main responsibility for product quality and safety in accordance with the law, guide the enterprises to organize production in strict accordance with the standards, and effectively maintain product quality and safety.

(3) Require e-commerce platform operators to take effective measures such as suspending sales in accordance with the law for unqualified, suspected unlicensed, unlicensed, factory-named, fake and inferior products found in random inspections, so as to effectively protect consumers' rights and interests.
