The PSE Certification (Product Safety of Electrical Appliances & Materials) is a mandatory certification system in Japan for the safety of electrical products, aimed at ensuring that electrical products entering the Japanese market comply with safety standards and safeguard consumers' personal and property safety. This certification is regulated by the Ministry of Economy, Trade and Industry (METI) of Japan and implemented under the "Electrical Appliance and Material Safety Act" (DENAN Act).

1. Classification of PSE Certification

Depending on the product risk level, PSE certification is divided into two categories:

Specific Electrical Appliances (Diamond-shaped PSE Mark)
Products listed in the "Specific Electrical Products" catalog (those with higher safety risks) must undergo type testing and factory inspections to enter the Japanese market. They must obtain a certification certificate issued by a third-party certification body authorized by the Ministry of Economy, Trade and Industry (METI) and affix a diamond-shaped PSE mark on the nameplate.

Products listed under the "Non-Specific Electrical Appliances" category (those with relatively low safety risks) entering the Japanese market must undergo self-testing and self-declaration to confirm compliance with Japan's Electrical Appliance Technical Standards. Additionally, a circular PSE mark must be affixed to the nameplate.

5、 List of Documents to be Submitted for PSE Certification Application
1) PSE certification application form;
2) Factory inspection survey form; (Only required for initial diamond authentication)
3) Copy of the business license of the applicant, manufacturer, and production plant;
4) Japanese product manual (with Chinese or English manual provided at the same time);
5) Explanation of the differences between various models of products within the same application unit;
6) List of key components and/or main raw materials;
7) Product drawings. (Circuit diagram, circuit schematic, product dimension diagram, assembly diagram, and dimension diagram of each part)
8) Type differentiation table (important!)

PSE certification applicants can be manufacturers or importers.

Certification standards (taking vending machines as an example):
Security testing standards:
J60335-1(H20)
J60335-2-75(2024)
J3000 (H25)
EMC testing standards:
J55014-1(H20)

Security testing project:
Structural safety testing, insulation performance testing, withstand voltage testing, leakage current testing, temperature rise testing, dust and waterproof testing

EMC testing project:
Conducted, disturbed power (or radiated disturbance, depending on the clock frequency declaration), click sound

7、 PSE Factory Inspection Requirements
1. Factory inspection content
(1) Does the list of testing equipment in the factory comply with the requirements of PSE certification regulations.
(2) Check whether the performance of the testing equipment listed meets the requirements of PSE certification regulations.
(3) Verify the information in the 'Factory Inspection Survey Form' during on-site inspection.

2. Factory inspection requirements
(Taking electric power application machinery as an example, different categories require different requirements)

In addition to equipping testing equipment, factories also need to provide corresponding manuals and calibration certificates for the equipment.
