Export process of IEC report for electrical appliances to South Africa

The South African National Compulsory Specifications Act (Act 5 of 2008) was promulgated in Government Gazette 31216 on July 4, 2008, and came into effect on September 1, 2008, under the supervision of the National Regulator for Compulsory Specifications (NRCS). All electronic and electrical products that meet the requirements, whether exported or sold in the South African market, must apply to the NRCS for an Authorization Letter as a customs clearance and sales permit. All manufacturers and exporters of products listed in the compulsory compliance list must obtain an LOA to enter the South African market.


1、The following five major categories of electronic and electrical products are subject to mandatory regulations


1. Household Appliances and Lighting Products
Home and Commercial Kitchen Appliances (such as refrigerators, washing machines, air conditioners, induction cookers, and water heaters)

Lighting equipment (LED lamps, plugs/sockets/power cords)


2. Information Technology and Electronic Entertainment Devices
Office equipment such as computers, printers, photocopiers, and thermal printers

Audio/Video Equipment (Television, VCR, Stereo, Projector)


3. Handheld and Portable Electric Tools
Tools such as circular saws, grinders, electric drills, and sanders

Power tools (such as screwdrivers, wrenches)


4. Wires, Cables, and Accessories
Wires, cables, switches, sockets, etc

Low-voltage distribution equipment (such as circuit breakers and junction boxes)


5. Emerging Technology Products
Photovoltaic inverters, electric vehicle charging piles, and the like
Smart home appliances (such as Wi-Fi-enabled air conditioners)


For these five major product categories, an IEC report must first be applied for when exporting to South Africa, followed by the importer obtaining LOA certification locally in South Africa.


2、 IEC Report Application Process
1. Select a laboratory accredited with ISO 17025 to ensure it possesses the qualifications and capabilities for conducting the relevant tests.
2. Submit product specifications, technical parameters, and related documentation to enable the laboratory to conduct accurate testing and evaluation of the samples.
3. The laboratory will conduct testing and evaluation of the samples in accordance with the standards corresponding to the product.
4. The laboratory will conduct an evaluation based on the test results and compile a test report upon completion.

5. The laboratory reviews the test report to ensure its accuracy and completeness. Upon approval, the laboratory issues the test report.


South Africa is a member of the CB Scheme, and its testing primarily follows IEC international electrical standards, such as commonly used standards like IEC 60335, IEC 62368, IEC 60884, IEC 60598, and others.


3. Other Information
Technical Information: AC voltage frequency 220V/50Hz, plug SABS 164-1
Is it mandatory: LOA and COC certifications are mandatory, while SABS mark certification is voluntary
Certificate validity period: 3 years effective
Factory inspection requirements: No factory inspection is required for LOA and COC certifications. The voluntary SABS mark certification requires an initial factory inspection and annual audits.
Certification Requirements: The LOA certification must be held by the local importer, while no requirements apply for COC certification and SABS mark certification.
