1、 Introduction to the requirements for standard version replacement and mandatory certification of lithium-ion batteries, battery packs, and mobile power supplies

Recently, the website of the State Administration for Market Regulation released a notice on the implementation of mandatory product certification management for lithium-ion batteries and other products. The State Administration for Market Regulation has decided to implement mandatory product certification (CCC certification) management for lithium-ion batteries and battery packs used in electronic and electrical products, mobile power supplies, telecommunications terminal products, and supporting power adapters or chargers.

The following is the Announcement of the State Administration for Market Regulation on Implementing Compulsory Product Certification Management for Lithium ion Batteries and Other Products (No. 10 of 2023):

From March 1, 2023 to December 31, 2023, enterprises can voluntarily choose to implement certification according to new or old standards. Starting from January 1, 2024, CQC will implement certification using the new version of the standard and issue a new version of the standard certification certificate, and will no longer issue the old version of the standard certification certificate.

For products that have been certified according to the old version of the standard, the holder of the old version of the standard certification certificate voluntarily submits an application to convert the new version of the standard certification certificate, supplement the difference test between the new and old versions of the standard, and ensure that the product confirmation and certificate replacement work according to the new version of the standard are completed after the standard implementation date and before the end of the first tracking inspection. All conversion of old standard certification certificates should be completed by December 31, 2024 at the latest; If it is not completed within the deadline, CQC will suspend the old version of the standard certification certificate; CQC will revoke the old version of the standard certification certificate that has not yet been converted as of March 31, 2025.

Certificate conversion is not required for certified products that have been delivered, put on the market and no longer produced before December 31, 2023.

Each relevant laboratory can report to CQC the status of their new standard testing capabilities, and should promptly record the qualification recognition and recognition of the new standard laboratory.

2、 GB31241 "Safety Technical Specification for Lithium Ion Batteries and Battery Packs for Portable Electronic Products" follows the requirements of the new standard

On September 17, 2022, the General Office of the State Council issued the "Opinions on Deepening the Reform of the Management System in the Electronic and Electrical Industry" (Guo Ban Fa (2022) No. 31), which clearly stipulated that lithium-ion batteries and battery packs, as well as mobile power supplies used in electronic and electrical products, should be included in mandatory certification management. Lithium ion batteries and battery packs used in portable electronic devices within the scope of application of these rules are about to undergo CCC certification management. Therefore, after the release of the new CCC catalog by the China Certification and Accreditation Administration, CQC will no longer issue corresponding voluntary CQC certification certificates.
